For the issuance of all types of visas, unless otherwise provided for by the legislation and international treaties of Ukraine, the following documents shall be submitted:
- a passport document which must meet the following requirements:
- be valid for at least three months after the declared date of departure from the territory of Ukraine;
- contain at least two blank pages;
- have a validity period not exceeding 10 years;
- a completed and signed visa application form. Visa application forms on behalf of legally incapacitated persons shall be submitted by their legal representatives. Persons whose details are entered into the passport document of a foreigner or stateless person and who are travelling together with such person shall submit separate visa application forms. Visa application forms for minors shall be signed by one of the parents or a legal representative;
- one colour photograph measuring 35 × 45 mm;
- a valid medical insurance policy covering expenses of at least EUR 30,000 or the equivalent in another currency. This requirement shall not apply to persons holding diplomatic or service passports;
- documents confirming the availability of sufficient financial means for the period of the planned stay and for return to the country of origin or transit to a third country, or the possibility to obtain sufficient financial means legally in the territory of Ukraine. This requirement shall not apply to persons holding diplomatic or service passports;
- a document confirming payment of the consular fee, unless otherwise provided for by the legislation and international treaties of Ukraine;
- a document confirming the purpose of the planned stay in Ukraine by the foreigner or stateless person, namely:
For obtaining a Type B Visa (Transit Visa), one of the following documents shall be submitted:
- a document confirming transit travel (visa to a third country, if required, travel ticket, etc.);
- a document confirming transit transportation of cargo and passengers by road transport;
- a licence for international transportation issued by the competent authority of a foreign state.
For obtaining a Type C Visa (Short-Term Visa), one of the following documents shall be submitted:
- an invitation from a legal entity registered in Ukraine, issued on the official letterhead;
Notes: the invitation must contain the number in the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Organisations, registration number, date and signature, surname, first name and patronymic of the invited person, information on their date and place of birth, nationality, passport details, place of residence, purpose of travel, period of intended stay in Ukraine, number of entries and place of residence in Ukraine, as well as the undertaking of the legal entity to bear any possible expenses related to the stay and departure from Ukraine of the invited person;
- a notarised invitation from an individual — a citizen of Ukraine, a foreigner or a stateless person legally residing temporarily or permanently in the territory of Ukraine.
Notes: the invitation must contain the surname, first name and patronymic of the individual, details of their passport document and permanent or temporary residence permit (for foreigners and stateless persons), residential address, as well as the surname, first name and patronymic of the invited person, information on their date and place of birth, nationality, passport details, place of residence, purpose of travel, period of intended stay in Ukraine, number of entries and place of residence in Ukraine, and the undertaking of the inviting individual to bear any possible expenses related to the stay and departure from Ukraine of the invited person. Copies of the passport document and permanent or temporary residence permit in Ukraine (for foreigners and stateless persons) of the inviting party — the individual — shall be attached to the invitation;
- an invitation from a state authority, state institution, state enterprise or state organisation;
- a contract for transportation of cargo and passengers by road transport, as well as a licence for international transportation;
- a foreign Ukrainian certificate. The spouse and children of a foreign Ukrainian shall submit documents confirming family relations;
- documents confirming the tourist nature of the trip;
- an invitation from a healthcare institution;
- a document confirming the making of a foreign investment in accordance with the legislation governing the regime of foreign investment in the territory of Ukraine;
- a document confirming ownership by a foreigner or stateless person of immovable property in the territory of Ukraine;
- an invitation from a religious organisation, approved by the state authority that registered the charter (regulations) of the relevant religious organisation, for a short-term stay for the purpose of preaching religious beliefs, performing religious rites or carrying out other canonical activities;
- a request from a foreign mass media outlet for the issuance of a visa to a foreign correspondent or representative of a foreign mass media outlet entering Ukraine for a short-term stay for the purpose of performing official duties;
- a request from state authorities of foreign states or international organisations;
- a resolution of the Central Election Commission on the registration of official observers from foreign states and international organisations for elections of the President of Ukraine, Members of Parliament of Ukraine, local elections and the nationwide referendum;
- a supporting document confirming that the foreigner or stateless person is the husband, wife, father, mother or child of a citizen of Ukraine.
For obtaining a Type D Visa (Long-Term Visa), one of the following documents shall be submitted:
- a certified copy of the work permit for employment of foreigners and stateless persons. For foreigners and stateless persons whose employment is carried out without such a permit in accordance with the legislation, an employment agreement (contract) shall be submitted instead. Persons having the status of a foreign Ukrainian shall submit an employment agreement (contract) together with the foreign Ukrainian certificate;
- a copy of the decision on granting an immigration permit issued by the State Migration Service (SMS);
- a document confirming membership in the family of a person recognised as a refugee in Ukraine, a person in need of complementary protection, or a person granted temporary protection in Ukraine;
- an invitation for study (internship) issued by a higher educational institution and registered in accordance with the procedure established by the Ministry of Education and Science;
- an invitation from a state institution, enterprise or organisation that is the recipient of an international technical assistance project;
- an invitation from a religious organisation approved by the state authority that registered the charter (regulations) of the relevant religious organisation, for a long-term stay for the purpose of preaching religious beliefs, performing religious rites or carrying out other canonical activities;
- an invitation from a branch, department, representative office or other structural unit of a public (non-governmental) organisation of a foreign state registered in accordance with the established procedure;
- an invitation from a branch, department or representative office of a foreign business entity registered in accordance with the established procedure;
- an invitation from a branch or representative office of a foreign bank registered in accordance with the established procedure;
- a request from a foreign mass media outlet for the issuance of a visa to a foreign correspondent or representative of a foreign mass media outlet entering Ukraine for a long-term stay for the purpose of performing official duties;
- a request from competent authorities of foreign states or international organisations for the issuance of visas to employees of diplomatic missions and consular offices, international organisations and their representative offices entering Ukraine for a long-term stay for the purpose of performing official duties, and to their family members;
- an invitation from the relevant state authority responsible for implementation of cultural, educational, scientific, sports or volunteer programmes in which the foreigner or stateless person participates in Ukraine, or an invitation from an organisation or institution engaging volunteers in its activities, information about which is available on the official website of the Ministry of Social Policy, together with a copy of the certificate of state registration of such organisation or institution;
- a document confirming marriage to a citizen of Ukraine.
Notes: if the marriage between a citizen of Ukraine and a foreigner or stateless person was concluded outside Ukraine in accordance with the law of a foreign state, the validity of such marriage shall be determined in accordance with the Law of Ukraine “On Private International Law”. Documents issued by competent authorities of a foreign state must be legalised, unless otherwise provided by law or an international treaty of Ukraine, and submitted together with a duly certified translation into Ukrainian, or, where this is not possible, into English;
- a document confirming membership in the family of a foreigner or stateless person holding a temporary residence permit in Ukraine, a copy of the relevant temporary residence permit in Ukraine, and a document confirming the availability of sufficient financial means for maintenance of family members in Ukraine.
Notes: documents issued by competent authorities of a foreign state must be legalised, unless otherwise provided by law or an international treaty of Ukraine, and submitted together with a duly certified translation into Ukrainian, or, where this is not possible, into English;
- other documents, if provided for by international treaties of Ukraine.
